CIVIC Bangalore

CIVIC is a citizen’s initiative formed in 1990-91 as a forum for discussion and action on issues facing Bangalore, its development and future. CIVIC’s continuous work with over 350 city-based CBOs/RWAs, 35 NGOs working with the urban poor, academic institutions and technical groups such as urban planners and poor groups has shown some significant results. At the same time, CIVIC has learnt some hard facts. Core objectives: • Promote pro-poor measures in service delivery • Increase transparency and accountability in service delivery to the urban poor. • Strengthen processes of decentralization to enable urban poor to participate in city governance. In a nut shell CIVIC’s vision is a just city - Bangalore. The mission is to improve the living conditions for all citizens of Bangalore by facilitating good governance with realization of 74th CAA in its true spirit – development with social justice.

GRM at East sub-division-5 level

GRM was held at East sub-division -5 level on 20.07.2010.
Mr. Murali- AEE and Mr. Ramesh-AE were present during the meeting. Horamavu councilor Mrs Tejaswini, Basavanpura Councilor Mrs. Poornima and Devasandra Councilor Mrs. Manjula Devi were present in the meeting.

52 grievances were submitted to the dept before the GRM among which 43 were solved by the time of GRM. More than 100 water consumers were present during the program.

Main points flashed during the meeting were
1. Frequency of water supply
2. Quality of water supply-smell, worms in water, pit water entering in to water pipeline
3. Problems by the valve man
4. Unportable water
Ward councilors and dept officials promised to look in to the issue and solve as soon as pooible.

Incidents after GRM:

  • Mrs Manjula Devi, councilor Devasadnra ward (55) after the program went to Rajeevgandhi community members and objected on speaking openly about the water problems in the ward. And said if there is any problem they should come to her directly, and should not speak publically like this. The reason behind was that, the media persons and other ward councilors were also there in the meeting. And this was the question of her prestige. Report was published in Prajavani. with the facts.
  • After two three days a person came to KR Puram and asked a person to which area he belongs. And the person replied to Rajeevgandhi; the moment he replied a picture of him was taken without saying or asking anything. Next day a report was published regarding KR Puram area which says there are no issues of water or road, only problem is of drinage. And picture of the person (Mr. Govindappa) was also published in the newspaper saying again there is no water problem, only but it would be good if the water is supplied on daily basis.

Here two points coming out are,

  1. Why this kind of article was published within few days of GRM? Is it a gimic?
  2. Without the concent of an individual, media can publish a picture and statement of public?
